In short. Of 580 resolutions/ordinances in the archive, 111 were flagged high/medium friction. The record's center of gravity is one axis — Go Forward Pine Bluff and Simmons Bank — whose projects (the go-kart track, Six & Main, the hotel) account for the largest cluster of split votes, the mayor–council veto fights, and the loudest public opposition. City money concentrates in the urban-renewal pipeline, public safety, and debt service, while external grant money (watershed, infrastructure bill, flood mitigation) dwarfs city dollars by an order of magnitude.
